Caddo Parish Arrest Records

Arrests in Caddo Parish are the responsibility of the parish sheriff's office and the various police departments with jurisdiction in the parish. Officers from these agencies may apprehend and detain individuals suspected of committing crimes with authority from a court of competent jurisdiction. People can also be arrested for disobeying court orders. Officers are expected to obtain warrants from the said court ordering the arrest. Without a warrant, officers may arrest offenders if the officer witnessed the crime or has probable cause linking a suspect to a crime that has been committed.

Following an arrest, suspects are booked into the parish's correctional center, where they await trial. At this facility, an officer generates an arrest record detailing the circumstances of the arrest. During this process, the officer documents the date and time of the arrest, the arrestee's basic information, crime details, and biometrics (mugshots and fingerprints). A Caddo Parish arrest record is an official document, and its creation is the responsibility of the agency that made the arrest. Arrest records may also be featured within Caddo Parish court records if relevant to judicial proceedings.

A Caddo Parish criminal record (rap sheet or criminal history record) is an official record detailing a comprehensive overview of a person's criminal history and encounters with law enforcement agencies and the courts. They contain information about arrests, incarceration, convictions, and warrants. Criminal records also provide post-conviction information (paroles and probation). Criminal records are not public in Louisiana, except for the limited exceptions outlined in LSA-R.S. 15:574.12, which allow the dissemination of an offender's name, age, conviction date, offense, sentence length, and misconduct during incarceration.

The maintenance of Caddo Parish criminal records falls within the purview of the Caddo Parish Sheriff's and District Attorney's offices. Caddo Parish Arrest Records Vs. Criminal Records

Arrest records are different from criminal records by many parameters. A person's arrest record documents occasions when they were apprehended and detained by law enforcement and may contain multiple arrests but are typically limited to a single agency. They scarcely contain post-conviction information but may contain sentence information and detention facilities. General information on arrest records includes an arrestee's personal data, date and time of arrest, arresting agency and officer, and the alleged offenses. They do not include court dispositions and, as such, do not imply guilt.

In contrast, a person's criminal record covers their history with law enforcement and the criminal justice system within and outside Caddo Parish. They include arrest records, court dispositions, sentencing information, parole and probation details, description of offense, and detention. Multiple agencies, including the courts, are typically involved in the creation of these records. Since criminal records contain a court's final disposition, they can be used summarily to imply guilt. While arrest records are generally public, criminal records are largely confidential.

How Long Do Arrests Stay on Your Record?

Indefinitely. However, records for arrests that do not result in convictions can be expunged after a certain period. This waiting period depends on the nature of the related offense. Despite being eligible for expungements, records do not get cleared automatically. Record subjects must petition the court to expunge their records.

Expunge Caddo Parish Arrest Records

According to the Louisiana Code of Criminal Procedures (La. CCrP) Article 973, courts may order law enforcement agencies to remove arrest (or other criminal) records from public access. Expunged records are confidential but may be accessed by criminal justice agencies, law enforcement agencies, and other statutorily defined agencies. The Bureau of Criminal Identification and Information, a division of the Louisiana State Police (LSP), is responsible for processing record expungement court orders. However, a record's subject must first file an expungement petition with the Caddo Parish Clerk of Court.

If the court grants the petition, it issues a motion to expunge. The court will serve copies of the judgment on the State of Louisiana, the district attorney, and the sheriff. The petitioner must also obtain copies, which they must submit to other concerned agencies not served by the court. The petitioner must then obtain and complete an expungement form at the LSP. On the form, a petitioner must provide relevant information and documents related to the specific record to be expunged, such as their booking date, the original charge, dispositions, district attorney certifications, fee waivers, and the reason for expungement. A $250.00 fee is required for this application. Persons who have never been convicted of felonies may be eligible for fee waivers.

Article 985.2 of the Louisiana Code of Criminal Procedures sets forth additional rules governing the expungement of arrest records. Without a clear criminal record, individuals may be unable to obtain meaningful employment or licenses, necessitating an expungement. Record expungements involve complex procedures and may require the guidance of an experienced criminal attorney.

Caddo Parish Arrest Warrants

Caddo Parish courts issue warrants for the arrest of individuals suspected of committing offenses within their jurisdiction. Arrest warrants are official documents that give law enforcement officers the authority to make an arrest. The Warrants Division of the Caddo Parish Sheriff's Office maintains and serves all misdemeanor and felony warrants issued by the court. This office is also responsible for apprehending and detaining parish residents with active arrest warrants.

In Louisiana, arrest warrants can only be issued upon the establishment of probable cause. Common reasons for issuing arrest warrants are failure to comply with court summons, violation of probation or parole terms, and contempt of court. The following information can be found on arrest warrants:

  • The name, date of birth, address, height, weight, and other known identifying information about the suspect
  • A warrant's issuance date
  • The alleged offenses
  • The name and signature of the warrant's issuing authority
  • A return date
  • Condition of release, if applicable
  • The arrest clause.

Caddo Parish Arrest Warrant Search

Caddo Parish arrest warrants are public. The Parish Sheriff's Office maintains an online search database for interested parties on their website. The website can be searched using a person's name. The warrant information displayed on this website includes the suspect's name, photograph, date of birth, sex, height, weight, warrant number and issuance date, warrant type, offense type, and offense description.

The sheriff's office may provide in-person requesters with public copies of arrest warrants. The Caddo Parish Clerk of Court typically has access to arrest warrants issued in the parish. Researchers may contact this office for inquiries.

Do Caddo Parish Arrest Warrants Expire?

No. Caddo Parish arrest warrants do not go away until a suspect turns themselves in or gets apprehended by law enforcement. Individuals named on warrants can be cleared if they challenge the warrant's validity in court and win. Where a bond applies, suspects can maneuver their warrant by posting the bond. Note that bonds only keep suspects out of custody while they await trial but do not make warrants go away.
